Despite the advances in transgender equality that have been secured at the federal level, since 2020 there has been an upsurge in state and local government restrictions on transgender rights. Susan Gluck Mezey highlights this shift in transgender policymaking, ranging from state legislatures and city councils to school boards and library committees. In 2023 alone, hundreds of bills were introduced in Republican-led legislatures, and most of those approved were signed by GOP governors.
