It deals with the different stages of neutrality during that period and looks at the reasons why the policy no longer worked.

It deals with the different stages of neutrality during that period and looks at the reasons why the policy no longer worked. Some consideration has also been given to the attempts of uniting weak and strong neutrals in a common defence of neutral rights.
