In this simple, graphically illustrated book designed for the man in the street, Nigel Darko sets out to explain what seems incredible - that government can be funded without taxation. Tax is a levy on the wealth created by the individual, as labourer, entrepreneur or investor. It reduces economic activity and is sometimes deliberately used to deter anti-social behaviour like smoking. The author directs the reader towards the just source of public revenue, explaining that justice demands that revenue for public purposes should come from wealth generated by the public collectively. This publicly generated wealth manifests as ground rent. It is the public's social preferences to be near good schools, stations, parks etc, which makes some locations more desirable than others. This diversity is reflected in market rents. Individual effort does not affect rents, so justice, the author argues, demands that both the man in the street, the rich, football stars and celebrities receive in full what they have earned, while society receives for public purposes the full rental value of a location which it has created. This is ethical tax avoidance.
It is not an untried method, but it has never been fully implemented. The four Asian Tiger economies, Singapore, Hong Kong, Taiwan and South Korea all benefit from it, as does Denmark, frequently quoted as the happiest country in the world.

Nigel Darko grew up in Ghana, West Africa. A career in mining and petroleum has exposed him to the conundrum of the high value of land and the poverty of those who live on it.
