This study details the international transformation of the role of citizens and analyses the impact of these changes for citizens and public sector organisations and managers. The findings are central to the transformation of the citizen but also to the shape and structure of the public sector as a whole.

While these concepts have been at the centre of numerous debates they have rarely been analysed. What does it mean to be a 'consumer', what does it mean to be a 'user' or a 'partner'? Are these things different? What do they entail? What are their impacts on you and on the management of public organisations?
