It illumines the efforts, far from successful in evolving just means appropriate for a just society. The book offers an inquiry into the policy objectives of governments and the adequacy of their toolkits in serving them. Particular attention is paid to the numerous weaknesses of the operational systems and how they fail to address the concerns of the community.

A. Premchand retired as Assistant Director, International Monetary Fund, Washington D.C. He has authored/edited more than fifteen books. Several of his books have been translated into Arabic, Chinese, Russian and Spanish. Six of his books, all published by the IMF, are now available as e–books. A. Premchand has earlier been a guest lecturer at the John F. Kennedy School of Government at Harvard University, USA. The author is now based in Hyderabad, Andhra Pradesh, India.
