India is facing significant changes in the governance structure and management practices in higher education. This book explores the evolving governance structures and management practices in higher education in India, focusing on the governance systems and processes in central universities, state universities, and their affiliated colleges.
At independence, higher education in India was entirely managed by the public sector, with the government actively involved in planning, funding, and managing institutions. Following the fiscal crisis of the 1980s, many public institutions diversified their funding sources. This shift also led to the rise of self-financed public and private institutions, enabling decision-making at the institutional level. The governance of higher education has undergone a significant transition from the post-independence period to the post-globalization era. This book explores three aspects - government-university relations, internal university dynamics, and university-college relationships, tracing how these have evolved over time. It examines governance aspects and financing issues related to National Education Policy 2020 that are related to Governance and Financing of Multidisciplinary Higher Education, New Managerialism in Higher Education Governance and Managing Academic Bank of Credits (ABC) and Curriculum Reforms in Higher Education.
This rich study will be of interest to both policymakers and researchers working on education, higher education, management and governance in education, education policy & politics, governance, federalism and sociology of education. It will also be a source material for university departments, research institutions in education and social sciences, research scholars and university teachers and research students.
Garima Malik is currently Assistant Professor at the Department of Educational Finance at National Institute of Educational Planning and Administration (NIEPA), New Delhi. She holds a PhD in Economics from The Ohio State University in U.S.A. She was a Fellow at the Indian Council for Research on International Economic Relations and also worked as an Economist with Tata Services Limited and PricewaterhouseCoopers. Her current research focuses on New Managerialism in Higher Education: The changing Management of Public Higher Education Institutions in India.
