Like other nations around the world, Canada is struggling to position itself in a global, knowledge-based economy. Jane Gaskell is a professor in the Department of Theory and Policy Studies in Education and former dean of the Ontario Institute for Studies in Education, University of Toronto. Kjell Rubenson is a professor in the Department of Educational Studies and co-director of the Centre for Policy Studies in Higher Education and Training at the University of British Columbia.
