REBECCA M. WEBSTER is an enrolled citizen of the Oneida Nation in Wisconsin. She serves on the faculty at the University of Minnesota Duluth in its Department of American Indian Studies. She teaches undergraduate and graduate courses in its tribal administration and governance programs. JOSEPH BAUERKEMPER serves on the faculty in the Department of American Indian Studies at the University of Minnesota Duluth and as affiliate faculty for the University of Minnesota Humphrey School of Public Affairs.
