Paying specific attention to watershed development projects, it considers the detailed processes involved in the denial of institutional and livelihood opportunities to resource-poor groups, and discusses potential avenues for their meaningful social inclusion in the governance of natural resources.

Dr Eshwer B. Kale works with various grassroots organisations, NGOs, forums and networks investigating water-related issues in Maharashtra, India. He holds an MPhil in Rural Development and a PhD in Policy Failure in the Indian Groundwater Sector. He received the prestigious 'National Child Rights Research Fellowship' in 2010, and is currently Senior Researcher at the WOTR Centre for Resilience Studies (W-CReS), Pune, India. His work mainly focuses on developing and promoting a water stewardship approach in drought-prone Indian states. He has published a number of research papers, articles, book chapters and reports.
