Franco-German co-operation with the Western Alliance will be vital if Europe is ever to put into effect the common foreign and security policy described in the Maastricht Treaty. Yet such co-operation represents an even greater challenge now that the Cold War has ended, since the national interests of France, Germany and their Western partners are probably now more divergent than ever. The decline of communist governments and the corresponding role of the United States in Europe, as well as German unification and emerging instabilities to Europe's east and south, will test the strength of the Franco-German partnership and the two countries' ability to align their foreign-policy goals with each other or with their Western allies. This book provides an examination of the Franco-German security partnership in its post-Cold War context, analyzing the implications of that partnership for both Europe and the United States.
Tracing the evolution of Franco-German security co-operation since World War II, it focuses especially on post-1989 developments, discussing how French and German leaders have stood up to the new challenges so far, and questioning whether an effective common foreign and security policy is really possible.
