Yasuyuki Sawada is Professor of Economics at University of Tokyo and Visiting Research Fellow at JICA-RI, Japan. Minhaj Mahmud is Research Adviser at BRAC Institute of Governance and Development (BIGD), BRAC University and Visiting Scholar at JICA-RI, Japan. Naohiro Kitano is Director at JICA Research Institute, Japan.
