Cultural diplomacy in the CEMAC zone revolves around cultural services, activities, structures and products, governed by national and international laws, decrees and conventions. It is based on bilateral exchanges, cooperation between states, solidarity and friendship, with limited tensions. Ministries, cultural organizations and structures are involved in promoting and protecting heritage, while integrating the influence of Western and Asian cultures. The introduction of NICTs, the construction of sub-regional schools, the promotion of the French language and culture, and the development of infrastructures favoring free circulation and cultural integration illustrate the region's efforts. Cultural diplomacy is no longer simply the fruit of a state's hard power, but a soft power tool that consolidates the influence of states. It requires promotion and communication. Bilateral exchanges, multilateral agreements and cultural promotion initiatives strengthen integration and ensure that heritage is passed on to future generations.

Dr Jean Léonard Thierry MBASSI ONDIGUI is a historian of international relations (PhD) and an expert in international organizations and socio-economic development. He teaches at the University of Yaoundé I, the Institut supérieur de technologie appliquée et de gestion de Yaoundé and the Centre international de formation des personnels humanitaires.
