North Korea developed nuclear weapons not for regime security but to attack and annex South Korea, as openly declared by Kim Jong-un. He believes the US cannot extend its nuclear umbrella to South Korea, as his ICBMs could destroy American cities. Accordingly, US should maintain deployment of nuclear submarines near the Korean Peninsula.
