Dr. Klemens Fischer ist Gesandter-Botschaftsrat und Abteilungsleiter an der Ständigen Vertretung Österreichs bei der Europäischen Union sowie Lehrbeauftragter an der Rotman School of Management der University of Toronto/Kanada, am Department of Management der Auburn University/Al/USA, der POTHO Business School/Finnland und der Universität Siegen. Er ist Autor der Kommentierungen zum Vertrag von Nizza, zum Europäischen Konvent und zur Entwicklung des Europäischen Vertragsrechts.
