Since multilevel administrative networks quintessentially involve many persons with diverse functions, this complicates administrative decision-making considerably. Thorsten Siegel deals with this highly topical issue and its relationship to public law and administrative science. At the center of this is the creation of a legal system of the various forms of decision-making in multilevel administrative networks. The author evaluates each of these in relation to its effects. He concludes by outlining how a system of decision-making in multilevel administrative networks can be created.
