It addresses international and European law as well as the constitutional and administrative law framework regarding transnational legal questions and transnational administrative activities. The concept of this thesis is based on the idea of an 'open state', which regards other states routinely as cooperation partners but is also open to the needs of individuals and the common goods around the globe.
