Accountability is not yet a reality in Brazilian public administration, but the legal requirement for transparency and the speed of social media mean that citizens are increasingly seeking information about public spending, with the main focus being on the executive branch, and not reaching the same proportion in the other branches. This study collected data from 28 municipalities in Santa Catarina, located in the AMAVI region, from 2012 to 2014, with the aim of analyzing personnel expenses in the Municipal Legislative Branch.

Adelir Junior Prade, graduated in Accounting Sciences from the State University of Santa Catarina - UDESC. Outstanding student in the undergraduate program, he is one of the founders of the institution's academic center for accounting sciences. He currently works at Fliegl Brasil as an administrative and financial analyst.
