Within the context of international legal norms, the book provides an expert critical analysis of each of the countries’ legal regimes for the protection and conservation of underwater cultural heritage.
This third edition provides insights and reflections on developments in UCH law since the last publication in an expanded number of jurisdictions to provide a truly global picture. It represents an essential contemporary set of critical analyses on the evolution of the laws adopted by countries’ seeking to apply appropriate responses to conservation of UCH assets. With coverage of issues relating to sovereignty, shared heritage and responsible archaeology, the contributors, all experts in this fascinating area of enduring legal interest, offer cogent and contemporary insights and examples of best practice to secure meaningful legal apparatus to protect and conserve UCH.

Jason Lowther, LLM (1994), is an Associate Professor in Law at the University of Plymouth. He is widely published in law relating to the environment and UCH: most recently, A Common Enforcement Manual for Heritage Crime Offshore (Historic England, 2025). Joanne Sellick, LLM (1993), Associate Professor, University of Plymouth, has published books on UK Constitutional Law as well as numerous EU/environmental law articles, mostly related to the aquatic environment. Mike Williams is Visiting Professor at the University of Plymouth and has published extensively on the law relating to the foreshore and seabed and underwater cultural heritage, most recently, A Common Enforcement Manual for Heritage Crime Offshore, (Historic England, 2025).
