This report concerns the claim made by the heirs of the late Dr. Arthur Feldmann in relation to four drawings now held by the British Museum. The drawings, together with the rest of Dr. Feldmann's large art collection, were seized by the Gestapo in March 1939 on the day the Germans invaded Czechoslovakia. The Panel's report concludes that although the claimants have no legal claim to the drawings (and therefore it would not be appropriate to award compensation), the claimants have an unassailable moral claim which should be reflected in an ex-gratia payment by the Government of GBP 175,000.
