How do newly emerging federations in Africa and Asia design federal institutions in order to decrease conflict while promoting national solidarity? How can federal systems protect the rights of non-territorial minorities such as many indigenous peoples?

Tracy B Fenwick, D.Phil. (2009), University of Oxford, is a Senior Lecturer in Political Science and the Director of the Australian Centre for Federalism at the Australian National University. She has published widely on the politics of social policy and comparative federalism. Andrew C Banfield, Ph.D. (2010), The University of Calgary, is a Senior Lecturer in Political Science at the Australian National University. He has published widely in the areas of judicial politics and federalism.
