Anti-social behaviour orders have achieved a high profile since their introduction in 1999 but their use by local authorities and the police has been limited. They have been described as expensive, difficult to obtain and even harder to enforce. Changes introduced by the Police Reform Act 2002 seek to promote the wider use of ASBOs as an effective tool to tackle behaviour which causes harassment, alarm or distress to others. The Act will introduce four major changes to the ASBO regime: RSLs will be able to take out ASBOs as well as local authorities and the police; interim orders will allow applicant bodies to take action before the final hearing; ASBOs can be taken out in the county court as well as the magistrates' court; and ASBOs will no longer be restricted to geographical areas.
