A full analysis of the legal framework in which ASBOs operate as well as practical know-how advice on all aspects of ASBOs from formulating protocols and creating multi-agency working groups to preparing and presenting the case in court and dealing with breaches of ASBOs.
Anti-social behaviour orders have achieved a high profile since their introduction in 1999 but their use by local authorities and the police has been limited. They have been described as expensive, difficult to obtain and even harder to enforce. Changes introduced by the Police Reform Act 2002 seek to promote the wider use of ASBOs as an effective tool to tackle behaviour which causes harassment, alarm or distress to others. The Act will introduce four major changes to the ASBO regime: RSLs will be able to take out ASBOs as well as local authorities and the police; interim orders will allow applicant bodies to take action before the final hearing; ASBOs can be taken out in the county court as well as the magistrates' court; and ASBOs will no longer be restricted to geographical areas. This book provides a full analysis of the legal framework in which ASBOs operate as well as practical know-how advice on all aspects of ASBOs from formulating protocols and creating multi-agency working groups to preparing and presenting the case in court and dealing with breaches of ASBOs.
In addition to the full explanatory commentary there are numerous practical materials such as precedents, offical guidance and legislation.
