Criminal Conduct and Substance Abuse Treatment: Strategies for Self- Improvement and Change (SSC) - Provider’s Guide, 3rd Edition, by Harvey Milkman, Kenneth Wanberg, and Igor Koutsenok, is a cognitive-behavioral treatment curriculum, guided by the sprit and strategies of Motivational Interviewing. The work is intended for clients suffering from co-occurring of substance abuse and criminality. This is the only treatment curriculum to focus specifically on this population and the intersection of substance abuse and criminal behavior. It is a 52-week program aimed at justice-involved individuals, in prisons, outpatient treatment, and residential treatment programs. The program is evidence-based, shown to have effective treatment outcomes when the entire program is delivered as prescribed.



This 3rd edition Provider’s Guide of SSC focuses on guiding individuals with co-occurring substance use and criminal conduct to take ownership of their change process. The SSC treatment curriculum evokes participant’s personal motivations for modifying problem-oriented thinking and behaviors (toward others, themselves and their community). It provides change tools for participants in group and individual therapy.



The Provider′s Guide is intended for the counselor or mental health professional delivering or overseeing treatment for justice- involved /substance abuse clients. It contains a wealth of research on criminality, relapse prevention, and substance abuse treatment. It is also essential for providers who deliver treatment in group or individual format, using the SSC Participant′s Workbook. It provides detailed information on how to most effectively deliver each of the treatment sessions as presented in the SSC Participant’s Workbook.

Harvey B. Milkman, PhD received his baccalaureate degree from City College of New York and his doctorate from Michigan State University. He is currently professor of psychology at Metropolitan State College of Denver. His doctoral research was conducted with William Frosch, MD, at Bellevue Psychiatric Hospital in New York City, on the User’s Drug of Choice. From 1980–1981, he completed a sabbatical exploration of addictive behavior in Africa, India, and Southeast Asia; in 1985 he was recipient of a Fulbright-Hays Lectureship award at the National University of Malaysia. He has represented the United States Information Agency as a consultant and featured speaker in Australia, Brazil, Iceland, The Netherlands, Peru, Turkey, and Yugoslavia. He is principle author with Stanley Sunderwirth of “The Chemistry of Craving,” and author of “Better than Dope,” featured articles in Psychology Today, October, 1983 and April, 2001 respectively. From September 1992–June 2002, he was author, principal investigator, and director of Project Self-Discovery: Artistic Alternatives for High-Risk Youth, a national demonstration model funded by The Center for Substance Abuse Prevention and the Edward Byrne Foundation. Kenneth W. Wanberg, ThD, PhD, has worked as a clinician and researcher in the field of alcohol and drug abuse for more than four decades, specializing in the intersection of criminal conduct and substance abuse.
