Crime sweeps over Gotham City as rival gangs battle for control of the city. In the midst of the chaotic mayhem, Police Commissioner James Gordon disappears. Batman must stop the gang war, infiltrate Arkham Asylum, and rescue the kidnapped Commissioner.
