He is editor of John Locke: Two Treatises of Government (Everyman, 1993); John Locke: Political Essays (Cambridge, 1997); The Selected Correspondence of John Locke (Oxford, 1999); and co-editor of The Cambridge History of Political Thought 1450-1700 (Cambridge, 1991) and of The Politics of Religion in Restoration England (Blackwell, 1989)
