The paper analyzes the concept of expertise in education as a professional activity. On the basis of humanitarian methodology of cognition the principles of expertise are proposed. The model of individual activity of an expert in education, including his professionally important qualities is empirically investigated. The necessity of creating a three-level system of expert service in regional education is substantiated. The concept and curriculum of expert training are outlined.
